RESOLUTION

Be it resolved, that we, guided as we believe by the Holy Spirit and depending on the blessing of our Heavenly Father, do here and now, by this act, constitute ourselves a church of our Lord Jesus Christ to worship Him, help spread the Gospel to the uttermost part of the world, and teach and practice the complete Message of our Saviour and Lord, and to this end do hereby adopt and agree for our government, plan of worship, and service, the following Covenant, Statement of Faith, and Articles:

CHURCH COVENANT (1)

Having been led, as we believe, by the Spirit of God (2), to receive the Lord Jesus Christ as our Saviour (3) and, on the profession of our faith(4), having been baptised in the name of the Father, and of the Son, and of the Holy Spirit (5), we do now, in the presence of God and this assembly, most solemnly and joyfully enter into covenant with one another as one body of Christ (6).

We engage, therefore, by the aid of the Holy Spirit (7), to walk together in Christian love (8), to strive for the advancement of this church (9) in knowledge (10), holiness (11), and comfort (12); to promote its prosperity and spirituality (13); to sustain its worship (14); ordinances (15), discipline (16), and doctrines (17); to contribute cheerfully and regularly (18) to the support of the ministry (19), the expenses of the church (20), the relief of the poor (21), and the spread of the Gospel through all nations (22).

We also engage to maintain family (23) and secret devotion (24); to religiously educate our children (25); to seek the salvation of our kindred and acquaintances (26); to walk circumspectly in the world (27); to be just in our dealings (28), faithful in our engagements (29), and exemplary in our deportment (30); to avoid all tattling (31), backbiting (32), and excessive anger (33); to abstain from the sale of , or use of, intoxicating drinks as a beverage (34); furthermore, to abstain from fornication and sexual misconduct (35); and to be zealous in the efforts to advance the kingdom of our Saviour (36).

We further engage to watch over one another in brotherly love (37); to remember one another in prayer (38); to aid one another in sickness and distress (39); to cultivate Christian sympathy in feeling (40) and Christian courtesy in speech (41); to be slow to take offence (42), but always ready for reconciliation and mindful of the rules of our Saviour to secure without delay (43).

We moreover engage that when we remove from this place we will, as soon as possible, unite with some other church of like faith and order, where we can carry out the spirit of this covenant and the principles of God's Word.

CONSTITUTION AND BY-LAWS OF PARK VIEW BAPTIST CHURCH

CONSTITUTION

PREAMBLE

We, the members of the Park View Baptist Church, do ordain and establish the following articles, to which we voluntarily submit ourselves:

ARTICLE I

Section 1:1. This body shall be known as Park View Baptist Church.

Section 1:2. This church is a Evangelical Free Baptist Church, independent of any council, convention or denomination or any form of organic church union. This church may fellowship with other sovereign, autonomous, independent, free Baptist churches, but will not enter into any union or association with those that make their actions binding upon the local church.

Section 1:3. This church, believing in the Bible as the inspired Word of God, hold that the Bible is the sole and supreme authority for faith and practice, and the supreme authority for man and all governmental or organisational bodies. We hereby incorporate by reference and make a part of this Constitution and By-Laws the Holy Scriptures as presented in both the Old and New Testaments of the Authorised Version (King James) of the Bible.

Section 1:4. The definition of a New Testament Church is: A group of saved, called out believers meeting together for the worshipping of God and the carrying out of the Great Commission of our Lord Jesus Christ. (Matthew 28:18-20)

ARTICLE II

Statement of Faith

I. OF THE SCRIPTURES.

We believe that the Holy Bible was written by Holy Spirit controlled men who were supernaturally inspired; that it has truth without any mixture of error for its matter; and therefore is, and shall remain to the end of the age, the only complete and final revelation of the Word of God to man; the true centre of Christian Union and the supreme standard by which all human conduct, creeds, and opinions should be tried.

We recognise that the Authorised Version (King James) is trustworthy, accurate, and reliable, and we shall as long as this church stands, require it to be used in the pulpit and in the Sunday School classroom.

II. OF THE TRUE GOD.

We believe that God is supreme in His person, eternal in His being, absolute in His attributes, glorious in His perfection, and sovereign in His will. God is clearly distinguished from things which have no life.

He is a person. God is the Creator of man and the entire universe and upholds all things by the word of His power. We believe also in the Trinity. The Father is the fullness of the Godhead invisible; the Son is the fullness of the Godhead manifest; and the Holy Spirit is the fullness of the Godhead in His executive agency. That they are co-eternal in being, co-identical in nature, co-equal in power and glory. God in His person possesses Omniscience, Omnipotence, Omnipresence, and Immutability.

A. Person and Work of God the Father

We believe in God the Father, perfect in holiness, boundless in love, infinite in wisdom, measureless in power. He concerns Himself mercifully in the affairs of men; He hears and answers prayers and He saves by faith those who come to Him through Jesus Christ His Son.

B. Person and Work of God the Son

We believe that Jesus Christ is the eternal Son of God; that He pre-existed with the Father and became man, without ceasing to be God. He was begotten of the Holy Spirit, in a miraculous manner; born of the virgin Mary as no other man was ever born or can ever be born of woman, and that He is both the Son of God, and God the Son.

We believe that He was sinless in His nature and life, and infallible in His teaching; that He accomplished our redemption, making atonement for our sins through His substitutionary death on the cross according to the Scriptures; and that our justification is made sure by His literal, physical resurrection from the dead.

We believe that the Lord Jesus Christ ascended to Heaven, and is now exalted at the right hand of God, where, as our High Priest, He now fulfills the ministry of Representative, Intercessor, and Advocate.

We believe in the "Blessed Hope", the personal, imminent, pre-tribulation and pre-millennial coming of our Lord Jesus Christ for His redeemed ones; and His subsequent return to the earth with His saints to establish His Millennial Kingdom.

C. Person and Work of God the Holy Spirit

We believe that the Holy Spirit is a Divine Person; equal with God the Father and God the Son and of the same nature; that He was active in the creation; that in His relation to the unbelieving world He restrains Satan until God's purpose is fulfilled; that He convicts of sin, of judgment and of righteousness; that He bears witness to the truth of the Gospel in preaching and testimony; that He is the agent in the New Birth; that He indwells the believers at the moment of Salvation and is, their constant source of strength and power; that He seals, guides, teaches, comforts, sanctifies, and helps the believer; and that He witnesses and glorifies the Lord Jesus Christ.

III. OF SATAN.

We believe in the personal existence of Satan, the Devil, who was created a perfect angelic being; who wilfully led a host of other angels in rebellion against God before the world began; who is the author of sin, sickness and all false religions; who is the accuser of saints and tempter of all men; and who shall be destroyed in the lake of fire with his followers at the end of the millennium.

We further believe that he is the deceiver and god of this present world, that his powers are vast, but strictly limited by the permissive will of God who overrules all his wicked devices for good; that he was defeated and judged at the cross, and therefore his final doom is certain; that we are able to resist and overcome in the armour of God, by the blood of the Lamb and through the power of the Holy Spirit.

IV. OF CREATION.

We believe in the Genesis account of creation as neither allegory nor figuratively, but a literal, historical account of a direct, immediate creative acts of God without any (organic or theistic) evolutionary process; that man was created directly in God's own image and after His own likeness and not from previously existing forms of life; that all animal and vegetable life was made directly and God's established law was that they should bring forth only "after their kind".

V. THE FALL OF MAN.

We believe that man was created in innocence under the law of his Maker; that by his own free choice and wilful decision fell into sin and there by incurred not only physical death, but also spiritual death which is eternal separation from God.

We believe that all human beings are born with a sinful nature and are totally depraved; that man does not possess any qualities whereby he might reconcile himself to God or save himself from the eternal consequence of sin. Man in his sinful condition is under just condemnation without defence or excuse.

VI. OF SALVATION.

We believe that salvation of sinful man is wholly by God's grace and not by the works of man; that Jesus Christ came into the world to make full atonement for sinners by His shed blood, vicarious death on the cross, bodily resurrection from the grave, and ascension into Heaven again to intercede for believers; that man must repent from his sin of unbelief and accept the Lord Jesus Christ as his personal Saviour to receive the free gift of eternal life and power over sin; that believers are indwelt immediately by the Holy Spirit of God upon faith in Jesus Christ; that man can be saved only once and that there is no other way of salvation for sinful man.

VII. OF ETERNAL LIFE.

We believe that all the redeemed, once saved, are eternally by God's power and are thus secure in Christ forever. We believe once saved......always saved.

VIII. OF REPENTANCE.

We believe that repentance is a change of mind and purpose toward God prompted by the Holy Spirit; that it can be characterised by godly sorrow for sin as offensive to God and ruinous to the soul; and that repentance as concerning salvation is a changed mind concerning the sin of unbelief to Christ.

IX. OF JUSTIFICATION.

We believe that justification is the judicial act of God whereby He declares us to be righteous through faith in Jesus Christ; that justification included the pardon of sin; that it is bestowed, not in consideration of any works of righteousness which we have done; but solely through faith in the Redeemer's blood, His righteousness is imputed unto us.

X. OF SANCTIFICATION.

We believe that sanctification is the divine setting of the believer unto God accomplished in a threefold manner; FIRST, an act of God based upon the redemption in Christ, establishing the believer in a position of holiness at the moment he trusts the Saviour; SECOND, a continuing process in the saint as the Holy Spirit applies the Word of God to their life; THIRD, the final accomplishment of this process at the Lord's return.

XI. OF SEPARATION.

We believe that it is not a prerogative of Christians, but an explicit command to all believers to separate themselves from all forms of godlessness, apostasy, compromise, and worldliness.

We believe that all the saved should live in such a manner as not to bring reproach upon their Saviour and Lord, this includes fornication and all unnatural sexual conduct (Homosexuality); and that separation from all worldly and sinful pleasures and practices is commanded by God.

We further believe the Scriptures plainly teach that Christians should not marry or have other entangling alliances with unbelievers; that Christians should not fellowship with those who deny the faith.

We do not associate with nor embrace liberal theology, Neo-Orthodoxy, Neo-Evangelicalism, the Charismatic tongues movement, Ecumenicalism, Calvinism, Arminianism, and the ungodly philosophy of humanism.

XII. OF THE PRIESTHOOD OF ALL BELIEVERS.

We believe that Christ is our Great High Priest and through Him every born again person has direct access into God's presence without the need of a human priest; that the believer has the right and responsibility to personally study and interpret the Scriptures guided by the Holy Spirit.

XIII. OF SPIRITUAL GIFTS.

We believe that God is Sovereign in the bestowment of all His gifts, pastors and teachers are sufficient for the perfecting of the saints today; and that speaking in tongues (languages) and the working of sign miracles gradually ceased as the New Testament Scriptures were completed and their authority became established.

We believe these gifts were temporary sign gifts for the lost people of Israel and were given to spread the Gospel message in all languages; and those gifts have ceased since the completion of the Word of God.

XIV. OF THE CHURCH.

We believe that a local church is a congregation of saved, baptised believers associated by a covenant of faith and fellowship of the Gospel; observing the ordinances of Christ, meeting together for preaching, teaching, worship, prayer, fellowship, a united testimony, and actively engaged in carrying out the Great Commission.

We hold that the local church has absolute right of self-government, free from the interference, control, or dictates of any religious hierarchy of individuals or organisation; and that Christ is the one and only Head and Superintendent of the Church; and that all matters of membership, of policy of government, of discipline, of benevolence, the will of the local church is final.

XV. OF THE ORDINANCES.

We believe there are only two ordinances given to the local church by Christ; Believer's Baptism, and the Lord's Supper, and that both of these ordinances have no saving merit; and that as Christ gave these ordinances to the local church, that the local church alone has the authority to administer them.

.A. We believe that baptism is for believers only and that the mode of baptism practiced by this church shall be by immersion; to show forth in a solemn and beautiful emblem our faith in the crucified, buried, and risen Saviour, through whom we died to sin, and rose to a new life; and that baptism is a prerequisite to the privileges of church membership and to the Lord's supper.

B. We believe that the Lord's Supper is a memorial service commemorating the death of our Lord on Calvary; that the use of the unleavened bread and fruit of the vine (grape juice) are symbols of Christ's broken body and shed blood; that partaking is only for truly born again believers who are baptised by immersion; and that faithful self-examination should precede its observance.

XVI. OF CHURCH AND STATE.

We recognise government as being ordained of God, for the interests and good order of human society; that magistrates and those who are in authority are to be prayed for, honoured and obeyed as long as they are not in opposition to the will and Word of God.

However, we firmly believe that the church and government can best work to achieve their purpose if each is separate from the other and therefore, we favour a complete separation of church and state.

XVII. OF MISSIONS.

Because all men everywhere without Christ are lost and bound for eternal punishment, and because men cannot believe in Him of whom they have not heard, we believe that we are debtors to all men and have the responsibility of giving them the Gospel.

We believe that the Great Commission was given to the churches, and that every believer must be witness by life and word to tell all lost men about Christ; and we must support by prayer and financial aid those who go out that are sound in doctrines and of like faith and practice to represent us in other parts of the world.

XVIII. OF HEAVEN AND HELL.

We believe that Heaven and Hell are literal, eternal places, prepared of God; that every person has a soul of eternal duration; that heaven is a place of eternal joy and happiness for those who are saved by the grace of God; and that it is a place of God's preparation for His people.

We also believe that those who refuse God's grace and remain in their lost condition shall abide in Hell forever, eternally separated from God in a lake of fire and brimstone.

XIX. OF THE RAPTURE AND SUBSEQUENT EVENTS.

We believe in the imminent, personal, pre-tribulation, pre-millennial return of Jesus Christ for His church, and that at any moment the dead in Christ shall be raised in glorified bodies, and that those alive in Christ "shall be changed in a moment, in the twinkling of an eye, at the last trump" and shall be caught up to meet the Lord in the air.

We also believe that the Tribulation, which follows the rapture of the Church, will be culminated by the Revelation of Christ, with His Saints, in power and great glory to sit upon the Throne of David and to establish the Millennial reign.

ARTICLE III

Purpose.

The purpose of this church is to glorify God through the preaching of the Gospel and the worship of His people, by the edification of Christians through the preaching , teaching, reproving, rebuking, and exhorting of God's Word by God's man. by the consistent living of its members; by personal evangelism in the local community, to aid in the spreading of the Gospel in our own and foreign lands; to have spiritual fellowship with the brethren, to bear one anther's burdens, uplift the weak, and pray for one another.

ARTICLE IV

Membership

Section 4.1 The Reception of Members.

The membership of this church shall be composed of members who profess to be saved by grace through faith, and who have been baptised by immersion following their confession of faith in Christ, and who have agreed to be governed by this constitution.

Members may be received in one of four ways:

1. By baptism following Salvation.

2. By letter from a church of like faith and order.

3. By statement of faith (when impossible to secure a church letter, having been saved and baptised).

4. By restoration when excluded members may be restored to membership on confession of their error and repentance.

Section 4.2 Procedure of Membership.

Any person may become a member of this church upon the recommendation of the Pastor or board of deacons and by vote of the church; in each case the candidate giving evidence of a change of heart and the testimony of Christian living, and having adopted the constitution held by this church.

Section 4.3 Termination of Membership.

Membership in the church may be terminated by (1) joining another church; (2) letter of dismissal; (3) majority vote of the members present at a business meeting; (4) resignation; and (5) death.

Section 4.4. Discipline of Members.

Members may be disciplined or dismissed in accordance with procedures specified in the Scriptures. Restitution rather then punishment shall be the guidelines.

Should some serious condition exist which would cause a member to become a liability to the general welfare of the church, every reasonable measure will be taken by the Pastor to resolve the problem. All such proceedings shall be pervaded by a spirit of Christian love, kindness and forbearance. But, finding that the welfare of the church will best be served by the exclusion of the member, the church may take this action by a majority vote of the members present during a business meeting; and the church may proceed to declare the offender to no longer be in membership of the church.

Any person whose membership has been terminated for any condition which has made it necessary for the church to exclude him for membership may upon evidence of his or her repentance and reformation be reconciled for membership.

Section 4.5. Dropping From Church Rolls.

Any member who has wilfully not attended the regular services of this church for eight consecutive weeks shall be placed on the inactive membership list of the church. Inactive members shall not have the privileges or rights afforded to regular members. After a person has remained on the inactive list for eight weeks or more, he or she will be dropped form the church roll.

A person may have his or her name reinstated on the active list by requesting reinstatement and by showing their concern to be a part of the church by attending regular services four weeks as far as work allows. Persons sick or in forces are exempt from these rules.

Section 4.6. Property Rights.

The church property belongs to the membership as a whole and no member shall have the vested right, interest, or privilege of, in, or to the assets, functions, affairs, or franchises of the church, or any right , interest or privilege which may be transferable or inheritable, or which shall continue if membership ceases.

ARTICLE V

Church Ordinances Section 5.1. Baptism.

Those who profess faith in Jesus Christ shall be immersed in water by the pastor or another person of authority who possesses an ordination certificate in a Baptist church. Baptism shall be a prerequisite to church membership.

Section 5.2. The Lord's Supper.

To be administered by the pastor and deacons (or men of the church); always with the instructions of Scripture as to who should partake and who should refrain.

ARTICLE VI

Officers and Duties

Section 6.1. There are only two officers of the church as taught in the New Testament; the Pastor and the Deacons. However there are a number of different duties that may be described as pastoral staff duties. Some of these duties include such work as Sunday School Teachers and Superintendent, Trustees, Treasurer, Church Clerk, etc.

Section 6.2. The Pastor.

The first officer of the church is the pastor. The pastor shall preach God's Word, administer the ordinances, watch over the membership, promote spiritual interest of the church, and organise and develop its strength for the best possible services. The pastor shall have general supervision over all affairs of the church, and over the other officers.

He shall have full authority over all employees of the church. He shall be an ex-officio member of all boards and committees of the church "with the power to vote" and its auxiliary organisations. He shall be required to state his acceptance of and adherence to the constitution of this church in writing. The pastor will be supported, concerning his practical and financial needs by the church fellowship through a fortnightly salary unless he deems the salary unnecessary.

Section 6.3. The Deacons.

Deacons shall consist of Scripturally qualified men as are available and necessary. The duties of the deacons are to be a servant to the pastor and the church. The deacons are in a subordinate position to the pastor. Their duty is to assist the pastor not control him. The main duty of the deacon body is to be the pastor's helper in secular and menial duties so that he may have time to give himself to prayer and the ministry of the Word.

All deacons shall be male members of the church. The exact number shall be determined by the pastor and active deacon body. At times when there are no Scripturally qualified men in the church to hold the office of a deacon, the church may function with only the office of the pastor. At any time when there is neither pastor or deacons in the church, a committee made up of active church members will be set up to take care of the business of the church until such time as a new pastor is called.

Election of deacons shall be carried out in line of the Scriptural example (Acts 6:1-7). They are to be nominated by the church with the consent of the pastor and majority of the active deacon body and then with the final approval of the majority vote of the church. He shall then serve a term of one year or until such time as he cannot abide by the Constitution and By-Laws of the church, or cannot continue to be Scriptually qualified for the office of deacon. A deacon may stand for reelection to the deacon body every third year. This election will take place during the 2nd week of November.

The chairman of the deacons shall be elected by the active deacon body from among those on the deacon board.

Section 6.4. Elections.

To elect a pastor, a pulpit committee of at least three members (men and/or women of the church) shall be elected by the members present at a regular or special business meeting. Active deacons of the church will automatically become members of the pulpit committee. This committee shall seek out the candidate(s). When it is unanimously agreed on one man, the committee shall present his name to the church to vote on his call. The church should have the candidate visit the church and speak in a regular service of the church on a Sunday morning and evening before he will be considered for a vote by the church body. After his call, the pastor shall serve until his death, resignation, incapacity, or removal by the affirmative vote of three-fourths majority of the active voting members of the church present at a special business meeting for this purpose.

Section 6.5. Duties.

a. Treasurer - The treasurer shall be responsible to insure that all funds collected are properly recorded and deposited into the church bank account. He shall insure that a written report of itemised disbursements is presented to the church at a monthly business meeting.

b. Deacons - Deacons are to be a servant to the pastor and the church. Their duty is to assist the pastor not to control him. All deacons shall serve for a three year term. After the three years, they may seek reelection. If a deacon does not follow the qualifications outlined in 1Tim. 3:8-13, he shall be relieved from his duty by the pastor without a vote from the church.

c. Trustees - The trustees shall consist of three or more members (when possible) and shall represent this church as its legal agent. They shall have no authority to buy, sell, mortgage or otherwise dispose of the church's property without a majority vote of the church. They shall assist the pastor in the upkeep and maintenance of the church property.

Section 6.6. Other Positions.

All other positions as deemed necessary by the pastor or the church shall be appointed by the pastor.

Section 6.7. Vacancies.

Vacancies in any church office may be filled at any regular business meeting of the church during the year. They must be filled by persons qualified to fill the office and shall serve the balance of the term of the office being filled.

Section 6.7. Voting.

a. No less than 25% of the active voting members must be present to constitute a quorum.

b. Only members 16 years and older and in good standing are entitled to vote.

c. In all cases except where previously stated a majority will carry the vote.

ARTICLE VII

Amendments

The Constitution and By-Laws may be altered, amended , or repealed and a new Constitution and By-Laws may be adopted by a two-thirds majority vote of the members present during a business meeting of the church with the exception of the doctrinal. Any alteration, amendment, or repeal must be read from the pulpit during each of the two services on the Lord's Day preceding the business meeting.

ARTICLE VIII

General

Section 8.1.

It shall be the policy of this church never to use any schemes or campaigns in raising of funds other tithes and offerings. The church is to be supported solely by tithes and free-will offerings.

Section 8.2.

No preacher will be permitted to preach in the church who fails to confess clearly the fundamentals of the faith once delivered unto the saints. Any visiting speaker must have the approval of the Pastor.

Section 8.3 Standards for Officers and Teachers.

As a leader whom others will follow, I will co-operate with the Pastor, Sunday School Superintendent, and other leaders of the church, in order to help make the overall programme a success to the glory of God. If at any time I find myself unable to co-operate and do my job as it should be done, I will, like a true Christian; resign and let someone else take my place that the cause of Christ may not be harmed. I further agree to live a separated life by the power of the Spirit. This includes modest skirts or dresses below the knee on the women (1Ti. 2:9) and short hair on the men (1Co. 11:14). To set a good example for other Christians. I realise such things that would be damaging to my Christian testimony and cause my fellow Christians or pupils to stumble or fail would be cause for my dismissal. My guide for Christian testimony and conduct shall be the Word of God.

ARTICLE IX

Dissolution

In the event of the dissolution of this church, all its debts shall be fully satisfied. None of its assets or holdings shall be divided among the members or other individuals. Money secured in sale of such shall be used to organize and build another Evangelical Free Baptist Church or be given to Faith Missions who are of like faith and practice as set forth in this constitution.
