Charleton Parish Council.
Minutes of a Meeting of Charleton Parish Council, held on Thursday 7th October 2004, at 7:30 pm., at Charleton Village Hall.
Present were:- Mr. Hoggart (Chairman, presiding), Mrs Hawkes, Mr. Smith, Mr. Brown and Mr. Conboy.
Also present were:- Mr. Brazil (SHDC), Mrs Gross and Mrs Raymond(Clerk).
1. APOLOGIES for absence were received from Wg. Cdr. Leigh, Mr. Faulkner and Mr. Masters(DCC)
2. The MINUTES of the previous Meeting, held on Thursday 2nd September 2004, had been circulated prior to the Meeting, were taken as read, approved and signed as correct.
3. MATTERS ARISING:-
a) The Casual Vacancy:- No further information has been received in connection with the Casual Vacancy which will shortly arise.
b) The Travel Plan:- Mr. Hoggart reported that all the ideas and suggestions collected at the open consultation event had been listed under four general categories, and will be further collated by a sub-committee consisting of Mrs Hawkes, Mr. Conboy and Mr. Hoggart, who will meet shortly to begin to devise the first draft of the Travel Plan. Mrs Evans, the Head teacher at the school, will be invited to obtain further input from the staff, parents and children.
c) The Village flower beds:- The Clerk will place posters in the notice boards, inviting villagers to join a working party to tidy the flower beds during early November. Fliers will be delivered to the neighbouring households, informing them that the work will take place, and inviting them to join in, or to advise if they have recently done work on the beds. Mrs Gross will also mention it in the village column in the Gazette.

A letter from Mr. Keith Rennels of SHDC Life Into Landscape, concerning the possibility of improving path links between East and West Charleton will be acknowledged by the Clerk, also asking if a field path between Sicklemans Close and Church Lane in West Charleton could be considered under the same scheme. A copy of the letter will be sent to Mr. Brown, who will contact Mr. Paul Rogers, as the landowner most likely to be involved in any such path schemes, for his opinion on the matter.
6. PLANNING:- None
7. REPORTS:-
a) School:- Mr. Hoggart reported that he has been informed by the Head teacher Mrs Evans that she and the School Managers would be glad of the support of the Parish Council in the matter of the new play area. The Chairman Mr. Hoggart has received an invitation to attend the opening of the new mezzanine floor classroom and IT suite.
b) Footpaths:- The Clerk has written to Mr. Beesly asking him to meet the Chairman to discuss the stile in Church Lane, but no reply has yet been received. Mr. Conboy reported that no further progress has been made with the new signage at New Bridge.
c) Village Hall:- Mr. Smith reported that new bookings received recently include KATS who are planning a production of the musical Guys and Dolls.
d) Coleridge Association:- Next Meeting will be held next week.
e) Saltstone Group:- The Chairman was unable to attend the recent Meeting. A copy of the Minutes will be circulated when it is received.
8. FINANCE:-
The Clerk suggested that the Business Premium Account should be closed and the balance of £19.00 be transferred to the Current Account. The Councillors agreed, and so this will be done shortly.
The following cheque was approved for payment:-
Cheque no. 100634, £58.75 to Audit Commission for annual audit 2004.
9. HIGHWAY AND COMMUNITY:-
Mr. Smith reported that Lyte Lane steps are becoming overgrown and covered in leaves, as the Parish street sweeper does not seem to clean them. The Clerk will discover from SHDC who is responsible for this work, and will inform them of the Parish Council’s concern about the unsightliness and the safety issues involved in the state of the steps and the associated slope beside them.
The Chairman reported that he had been invited to join Action 2020, a new environmental lobby group formed in Kingsbridge. He invited any interested Councillors to contact him about it.
Mr. Brown reported that he has been informed that the Trafalgar Bicentenary celebrations will take place in October 2005, and the Parish Council is invited to take part. The celebrations may include parties, dinners, the lighting of beacons and bell-ringing. The Parish Council agreed to make a provisional booking of the Village Hall for the weekend of 21-23 October 2005, and Mr. Brown will return the form requesting further information. The school will also be invited to participate in the celebrations.
