CHARLETON PARISH COUNCIL.

MINUTES of a Meeting of Charleton Parish Council, held on Thursday 7th November 2002, at 7.30 pm., in Charleton Village Hall.

Present were:-  Mr. D. Hoggart (Chairman, presiding), Wg. Cdr. Leigh, Mr. Smith, Mr. Faulkner and Mr. Brown.

Also Present:-   Mrs Raymond (Clerk).

 1. APOLOGIES for absence were received from Mr. Conboy, Mr. Nash (SHDC) and Mr. Masters (DCC).

 2. The MINUTES of the previous Meeting, held on Thursday 10th October 2002, had been circulated, were approved, and signed as correct.

 3. MATTERS ARISING:-

 (a) Work on the TPO trees at Charleton Court Barns:-  Mr. Hoggart enquired if Dr. Earl, the tree warden, had inspected the work carried out. The Clerk was unable to say, but would enquire.

(b) Proposed 20mph speed limit:- A copy of the Chairman’s letter to Mr. Halliday outlining the Parish Council’s wishes and suggestions is included in the Correspondence to be circulated. A plan of the proposed new speed limit areas was received from Mr. Halliday, indicating that the limits will be 40mph from Kingsbridge to West Charleton, from West Charleton to East Charleton to Frogmore, and 20 mph in West and East Charleton. The new limits will begin where the previous 30 mph limits began. Virtual walkways (lines along the edge of the highway) will be painted in West Charleton.

(c) Parking in Lyte Lane:-  Vehicles are still being parked on the bend near the foot of Lyte Lane, causing danger to other road users. The Chairman suggested that Mr. Brown should leave a polite note on the vehicles, pointing out the danger being caused.

(d) Bonfires:- Although there is no by-law forbidding the lighting of bonfires, these may cause a nuisance to other residents. If this should occur, those residents who are suffering should report the matter to the Environment Officer at SHDC.

 6. PLANNING.

 Herondyke

 Both these Applications will be considered by a Planning sub-committee consisting of  Mr. Hoggart and Wg. Cdr. Leigh, after a Site visit on Saturday, when Mr. Hoggart will complete and return the forms.

 7. REPORTS.

 (a) School:- A copy of the Annual Governors’ Report will be circulated with the Correspondence. Mr. Smith reported that a tree has been blown down in the adventure playground. It will be removed shortly by Mr. Lamble.

(b) The Coleridge Association:- Annual subscriptions are now due for payment.

(c) Footpaths:- Wg. Cdr. Leigh had nothing to report. Mr. Smith said that notices about keeping dogs on leads have been removed. Wg. Cdr. Leigh said that he would check on the legal position of these signs, and if necessary they can be replaced. However, it is beleived that the notices were placed at the entrances to the footpaths during the time when there was extra need to avoid any possibility of spreading foot and mouth disease, and may not now be relevant.

(d) Village Hall:- Mr. Smith repoerted that there has been a problem with a tap in the new disabled toilet, which will need to be repaired or replaced. A new regular booking has been received from an archaeology group. The last luncheon club will be on 17/12/02, from 12 noon to 2 pm. The final balance of the accumulated funds will be distributed as Christmas gifts to the elderly participants. A commemorative certificate awarded to the Jubilee Committee to mark the Jubilee party will be hung in the hall.

(e) The Saltstone Group:- The next Meeting will be held on 18/11/02.

 8. FINANCE.

 The Trienniel Audit to 31/3/01has been completed, and the Audit certificates have been filed with the accounts. The Internal Audit to 31/3/02 has been completed.

 The following cheque was passed for payment:-

            Cheque no.100587, £12.00  to the Coleridge Association for annual subscription.

 9. HIGHWAY AND COMMUNITY.

 The Village Christmas tree this year will be a 6-8 ft. cut tree erected on the roof of the porch at the village hall. The dead tree in the area at the end of Sickleman’s Close will be removed, and replaced by a small tree supplied by Mr. Smith.

 Hedge trimming opposite the Post Office is to be done soon.

 Mr. Brown said that several villagers have expressed disappointment at not seeing the Minutes of the last Parish Council Meeting in the Notice Board. This was due to an oversight on the part of the Clerk.

 The wall at the foot of the garden at Clinford, Charleton Way, has fallen down, and there may be a danger that the bank behind the wall may fall into the road. The Clerk will contact the owner of Clinford, Mrs Lang, to enquire what action is being taken to prevent this.

 An offer has been received from representatives of the Community Punishment Unit for work to be done free of labour charges. Mr. Smith suggested that the bus shelter at the Village Hall requires painting.  Me. Hoggart will obtain the appropriate masonry paint and brushes to allow the CPU to complete the work.

 A Mobile Advisory Unit from Help the Aged has applied to use the Village Hall car park every six weeks.

 10. ITEMS FOR THE NEXT MEETING:-

 In the absence of the Clerk, Minutes of the December Meeting will be taken by Wg. Cdr. Leigh.
