Charleton Parish Council.

MINUTES of a Meeting of Charleton Parish Council, held on Thursday 6th May 2004, immediately following the Annual General Meeting of the Parish Council.

Present were:-            Wg.Cdr. Julian Leigh (Vice-Chairman, presiding),  Mrs Sally Hawkes,

                                    Mr. Rex Brown, Mr. Bill Smith and Mr. Gary Faulkner.

Also present were:-    Mr. Julian Brazil (SHDC), Mrs Frances Raymond (Clerk) and one

                                    member of the public.

 1. Apologies for absence were received from Mr. Derek Hoggart (Chairman), Mr. Owen Masters (DCC,  Mr. Ashley Hawkes and three members of the public.

 2. The MINUTES of the previous Meeting, held on Thursday 1st April 2004, had been circulated prior to the Meeting, were therefore taken as read, approved, and signed as correct.

3. MATTERS ARISING:-

 The Wish Lists:- The Clerk reported that 250 blank forms were delivered, at least one to each household as far as possible, and 39 were completed and returned.  A copy of the list of all the Wishes will be circulated to each of the Parish Councillors who will study it carefully and  consider what action may be taken in response to the wishes.  Publicity will be given to the action resulting from the Parish Councillors’ deliberations.

erection of side extensions and new garage (conversion of attic and erection of side extensions and conservatory).

Location:                      Flaxland, Knowle Park, West Charleton, TQ7 2AE 

A site meeting will be held to ascertain the views of the Parish Council. 

Applicant:                     Mr Matthews

Application Number:     09/0810/04/F

Proposal:                      Construction of new drive  and parking spaces/extension of

                                    domestic curtilage.

Location:                      East Farm Cottage, East Charleton, TQ7 2AR 

A site meeting will be held to ascertain the views of the Parish Council.

7. REPORTS:- 

i) School:- Mr. Smith reported that the Headteacher has requested that the cover of the sand pit in the Adventure Playground should be removed.

 ii) Footpaths:- In the absence of the Warden, Mr. Conboy, there was no report, but the Clerk said that she had received information that the field crossed by the footpath from Church Lane to Redlap as been ploughed up, and the path has not been reinstated. 

iii) Village hall:- Mr. Smith reported that the bottle bank is now in position in the Village hall car park, and that the Punishment Unit is busy painting inside and out. 

iv) Coleridge Association:- Nothing to report. 

v) Saltstone Group:- Nothing to report. 

8. FINANCE:- 

a) Cheques for payment:-

 Cheque no. 100619, £277.31 to Allianz Cornhill Insurance, for annual [premium

Cheque no. 100620, £132.59 to SHDC, for Election expenses, 2003

Cheque no. 100621, £110.00 to Julian Leigh, for Web Site costs for year

Cheque no. 100622,  £20.00 to Bill Smith, for costs incurred in refurbishing flower beds 

b) Annual Accounts:- The Annual Accounts, prepared by the Clerk, were presented to the Meeting, approved and signed.  Copies of the Accounts, together with all supporting papers and records, will be forwarded to the internal auditor, Mr. Abraham, in preparation for the Annual Audit in July.

Mr. Brazil said that the Parish Council was to be congratulated on having one of the lowest precepts in the District, and so asking one of the lowest Tax contributions from residents.

9. HIGHWAY AND COMMUNITY:-

 Mr. Smith reported that the Punishment Unit is presently painting the Village Hall, and will move on to work on the village flower beds in due course.

Mr. Stockbridge had requested that the flower bed near his house be attended to, as it is very overgrown and makes entering and leaving his property rather dangerous as visibility is restricted.  He said that he would trim it himself if the Parish Council would approve.  The Councillors were very happy to accept his offer, and were grateful to him for his offer.

 Wg. Cdr. Leigh said how good it was to see Ashley Hawkes patrolling in both parts of the village from time to time. 

10. MATTERS OF URGENCY at the Chairman’s discretion:-  None. 

11. ITEMS FOR THE NEXT MEETING:-

The Clerk was asked to invite Mr. Halliday to attend the next Meeting to  inform the Councillors of the results of the traffic monitoring since the introduction of the lower speed limits, and what further measures of reducing traffic speeds may be employed.  Inspector Antill will also be specially invited to attend this Meeting.
