CHARLETON PARISH COUNCIL.

DRAFT MINUTES of a Meeting of Charleton Parish Council, held on Thursday 9th January 2003 at 7.30 pm., at Charleton Village hall.

Present were:-    Mr. D. Hoggart (Chairman, presiding), Wg. Cdr. Leigh, Mr. Brown, Mr. Conboy,

                          Mr. Faulkner, Mrs Hawkes, and Mr. Smith.

Also present were:-    Mr. Masters (DCC), Mr. Nash (SHDC) and Mrs Raymond (Clerk).

 1.   APOLOGIES for absence:-  None.

 2.   The MINUTES of the previous Meeting, held on 5th December 2002, had been circulated, and were approved and signed as correct.

 3.   MATTERS ARISING:-

 (i)  Work on TPO trees at Charleton Court Barns:-  Dr. Earl the Tree Warden reported to the Clerk that he had inspected the work, and had found that it was satisfactory.

 (ii) Parking in Lyte Lane:- The offending vehicle is still frequently parked, causing danger to motorists forced to overtake it on this bend and slope, especially on frosty mornings. The vehicle displays  a disabled badge, and it is believed that the owner lives in Pixie Cott. The Clerk will try to contact the owner and discuss the matter further.

 (iii) Wall at Clinford:- The matter is being dealt with, and repairs will be completed in due course.

 (iv) The Bus Shelter:- All the forms have been completed and returned, and the materials are available at the Village Hall when the work team arrives.

 4.   PUBLIC PARTICIPATION:- None.

 It was proposed by Mr. Faulkner and seconded by Mrs Hawkes that an S137 donation of £50 be made to CAB. This was passed unanimously, and the cheque was prepared for signature.

The Clerk will contact Mr. Halliday for his advice about what can be done to discourage parking in the school lay by.

6.   PLANNING:-

Ref. Number:                09/2455/02/O

Proposal:                      Outline application for erection of dwelling

Location:                      Field below Dawnside, West Charleton, TQ7 2AD

A Planning Sub-committee will consider each of the above, and return the forms to the Planning Officer. Mr. Hoggart and Wg. Cdr Leigh will deal with Application Number 09/2379/02/F. Because of the location of the  second Application, Number 09/2455/02/O,  Mr. Hoggart, Mr. Faulkner and Wg. Cdr. Leigh declared an interest, and therefore the sub-committee will consist of Mr. Brown and Mr. Conboy, who will make a site visit and consult the local plan before deciding on the observations to be sent to the Planning Officer.

Notice of  a Grant of CPP was received in respect of Application Number 09/2083/02/F, 24 Charleton Way, West Charleton.         

7. REPORTS:- 

(i)  School:- No report as term has only just begun.

(ii) Coleridge Association:-  The next Meeting will be on Tuesday 14st January.

 (iii) Parish paths:- Footpath 10 has suffered severe damage from the recent heavy rain. Wg. Cdr. Leigh has spoken to Mr Malek, who will have the repairs done as soon as possible, but many other paths throughout the District are also in need of attention, so it may be some time before the work can be done.  There will be a public meeting about the re-routing of Footpath 2 in June or July.

 (iv) Village Hall:- The financial records are now up to date, and the insurance cover has been increased to take into account the recent improvements.

 (v) Saltstone group:- The next meeting will be on Monday 20th January.

 9.   FINANCE:-

 The Clerk reported that there is a healthy balance of just over £3000 in the current account, so there should be no reason to increase the Precept. It was resolved that some form of consultation be carried out before the Annual Assembly in May to discover what the villagers would like some of the funds to be spent upon within the coming year.

 Mr. Smith proposed that the Precept for 2003 be set at £2000, as for 2002. This proposal was seconded by Mr. Brown and passed unanimously. The Precept form was duly completed for return to SHDC.

 The following cheques were passed for payment:-

            Cheque no. 100588, £190.35 to the Audit Commission, for the Audit fee for 2001/02

            Cheque no. 100589, £165.77 to F. Raymond, for Clerk’s salary for Oct/Nov/Dec 02

            Cheque no.100590, £50.00 to CAB for S137 grant.

10 HIGHWAY AND COMMUNITY:- 

There was recently a minor accident outside Netherway, due to a motorist overtaking traffic slowing to turn into Lyte Lane. It was discussed that an unbroken double line might discourage overtaking at this point, and so Mr. Hoggart and Wg. Cdr. Leigh will investigate and observe the road conditions, and if necessary advise that a request for such lines be submitted.

The card recording the Parish Lengthman’s work has recently been returned by Mr Smith.

Mr. Hoggart and Mr. Brown have not yet had time to investigate the desirability of removing some of the raised flower beds.

11. The CASUAL VACANCY:-

 Mr. Hoggart reminded the Parish Councillors that there is still a vacancy for one Councillor, and if there are not enough nominations in May to require an election, steps will have to be taken to fill this vacancy, preferably with a representative from East Charleton. 

12. SUB-COMMITTEES:-

 (i)  Parish Development Plan:- Grants may be available to enable consultation by questionnaire to every household in the Parish to be carried out before the drawing up of the Plan. Sample plans may be obtained by Mr Hoggart from other local Councils such as Salcombe  and Stokenham, and then a Sub-Committee will be elected to further the development of a Plan for Charleton.

(ii) Emergency Self Help Plan:- Possible emergency measures to be considered include the provision of first aid equipment and expertise, emergency lighting and power supply, accommodation and catering, etc. Mr. Hoggart will contact each Parish Councillor individually to discuss the formation of a Plan. 

(iii) Planning:- An ad-hoc Sub-committee of 2 or 3 Councillors will be appointed as needed by general consensus at the Parish Council Meetings, to consider Planning Applications. 

13. DATES OF FORTHCOMING MEETINGS:- The next Meeting will be on  Thursday 6th February. A copy of a list of the Meeting dates for the rest of the year was distributed to each person present, and a copy will be displayed in the Parish Notice Board.
