Charleton Parish Council.

 Minutes of the Annual General Meeting of Charleton Parish Council, held on Thursday 8th May 2003, at 7.30 pm., at Charleton Village Hall.

Present were:- Mr. D. Hoggart (Chairman, presiding), Mr. Smith, Mrs Hawkes, Mr. Conboy and Mr. Faulkner.

Also present:- Mr. Masters (DCC),  P.C. Andy Potter and Mrs Raymond (Clerk).

  1. Apologies for absence:- Wg. Cdr. Leigh.

  1. The Minutes of the previous Annual General Meeting, held on Thursday 2nd May 2002, were read, approved and signed as correct.

  1. Matters arising:- None.

  1. Public participation:-  None.

  1. Signature of Acceptance of Office and Declaration:- Forms were signed by Mr. Hoggart, Mrs Hawkes, Mr. Conboy, Mr. Faulkner and Mr. Smith, and witnessed by Mrs Raymond.

  1. Selection of CHAIRMAN:- Mr. Smith proposed that Mr. Hoggart be elected Chairman. This proposal was seconded by Mr. Conboy, and passed unanimously. Mr. Hoggart was therefore duly elected Chairman.

 Mr. Hoggart noted that at the recent election of District Councillors, Mr. Julian Brazil was elected Councillor for the Saltstone Ward. He said that he hoped that Mr. Brazil would continue to give the support and advice to which the Parish Council was accustomed from the District Councillor for the Ward.  He expressed the appreciation of the Parish Council for all the support and advice received from the previous District Councillor, Mr. John Nash, and asked the Clerk to write to Mr. Nash, to thank him for all his valued support, to say that he will be sorely missed, and to express the hope that he will still be able to offer advice from time to time when called upon by the Parish Council.

  1. Election of VICE-CHAIRMAN:-  Mr. Hoggart proposed that the election of Vice-Chairman be deferred until the full council be formed, including the 3 co-opted members, and this suggestion was accepted by the members. The election of Vice-Chairman was therefore deferred until the next Meeting, on 5th June.

  1. Appointment of representatives:-

(i)                  Coleridge Bus Community:- Since it was felt that this Representative may not be necessary, it was decided to defer this appointment until advice had been taken from Mrs Lang, the former Representative, and Mrs Barbara Jones of the Coleridge Bus Committee.

(ii)          Coleridge Asociation:- Mr. Hogggart was appointed, with a deputy to be appointed at the next Meeting.

(iii)        Village Hall:- Mr Smith was appointed.

(iv)          School liaison:- Mr. Smith was appointed.

(v)             Footpaths Warden:- Mr. Conboy was appointed.

 9. Highway and Community matters:-

 Crime figures for 1/1/03 to 31/3/03:- PC Potter reported that the total crimes reported for the quarter in the area consisted of 1 theft from a motor vehicle, for which an arrest was made, 1 theft in Frog more, and 1 case of harassment in East Portlemouth. This compares favourably with 7 cases of theft reported in the same quarter last year. The Community Policeman is to be renamed the Neighbourhood Beat Manager, and it is hoped that with the police being up to full strength, a more visible police presence will be seen in the villages. The Parish Councillors welcomed this report, and the attendance of PC Potter at the Meeting.

 There being no other business, the Annual General Meeting concluded at 8 pm.
